MJD Planning Helps Secure Planning Permission for 15-Storey Student Accommodation in Old Kent Road
We are thrilled to announce that MJD Planning Ltd. has successfully acted as Planning Consultant/Agent to secure planning permission for a major mixed-use redevelopment at 301-303 Ilderton Road in the Old Kent Road Opportunity Area. The Southwark Planning Committee voted to resolve to grant planning permission on September 10, 2025, following a comprehensive presentation of the scheme.
This approval marks a significant milestone for this key regeneration area, enabling the development of a 15-storey building that will deliver 169 purpose-built student bedspaces and 225 sqm of light industrial floorspace. This outcome is particularly noteworthy as the site previously had an unimplemented permission for conventional housing, a scheme that proved unviable due to a lack of interest from registered providers.
As the representative for the applicant, Matt Driscoll of MJD Planning Ltd. presented the application to the committee. He responded to questions from the councillors with an honesty that was greatly appreciated and helped clarify the benefits of the proposed scheme.
Key elements of the approved application, as outlined in the committee report, include:
A new approach to housing: A substantial payment-in-lieu of £7,689,500 will be made to the council to support the delivery of affordable housing elsewhere in the borough. This is considered the maximum viable contribution. The council's expert assessor found this payment to be a reasonable and viable contribution.
High-quality design: The new building's design, which maintains the same 15-storey height as the prior consent, was praised as exemplary. It features design elements, such as brick arches, that reference the area's industrial character.
Sustainability and environmental benefits: The development will achieve a 37% reduction in carbon emissions on-site, exceeding the London Plan's minimum target. It also incorporates sustainable features like permeable paving and green roofs.
Transport improvements: The scheme is designed to be car-free and will contribute financially to local public transport and cycle hire schemes. The scheme is designed to integrate with the new Cycle Future Route 12.
